guest: we have some disagreements with the obama administration. most of what's occurred over the past few years to get us to our higher levels of oil and natural gas production have all occurred on private and state land. the congressional research service in a report just a few months ago reported that 96% of all the new development in the united states for oil and natural gas has been on private state land. the president, the administration has control over federal lands. that's where we believe we've missed the opportunity. production coming out of the gulf of mexico, off of our coast today, is down over where it was expected to be at this time. preventing lease sales in the rocky western mountain states is down over where it used to be. that's the policy changes that we need. but we begin to look at the federal land in the equation, the same as the private state lands have been looked at, and we try to develop a mechanism or a regulatory regime to encourage the development of all that energy resource in a positive way that protects the environ

here's what president obama had to say. this is his press conference in the white house. >> let me say specifically about susan rice, she has done exemplary work. she has represented the united states and our interest in the united nations with skill and professionalism and toughness and grace. as i have said before, she made an appearance at the request of the white house in which she gave her best understanding of the intelligence that had been provided to her. senator mccain and senator graham and others want to go after somebody, they should go after me. and i'm happy to have that discussion with them. but for them to go after the u.n. ambassador who had nothing to do with benghazi and was simply making a presentation based on intelligence that she had received and besmirch her reputation is outrageous. host: president obama at a press conference. yesterday the ambassador he was talking about is susan rice, ambassador to the u.n. here's an image of her in the "washington times." and a quote from her. the best informatio

that's the worst thing to do, even president obama two years ago advocated extending the bush tax cuts because that's a wet blanket on the economy. we have to keep taxes low, expand job opportunity. >> moderator: governor king? king: nobodiments -- nobody wants to raise taxes. the situation with the debt, though, is one that we have to look at revenues as well as cuts. impossible to do it otherwise. i'm engaged with a projectx called the simpson bawls, a bipartisan effort led by alan simpson of wyoming, and bowles of south carolina. they propose cutting tax rates, eliminating loopholes, deductions, and exemptions, and reducing rates, but taking 8% of the revenues that are generated by that process, and putting that gex p against the debt. that's proven, responsible, and nobody wants to raise taxes, but we have to talk seriously about this, and some frame work like simpson bowles or the other plans out there on a bipartisan basis, i think, are going to be necessary to solve this problem. i think what we'll end up with is a fair tax system and lower rates across the board and more fairly
